赵凤起( Feng-Qi Zhao)，博士，研究员。现任西安近代化学研究所（204所）燃烧重点实验室主任，是我国著名含能材料专家。204所火炸药技术创新团队荣获国防科工委第一批国防科技创新团队名单。自2003年起，他荣获集团公司级科技带头人、火炸药燃烧国防科技重点实验室主任，火炸药技术创新团队带头人等称号。

赵凤起，我国著名含能材料专家、兵器集团科技带头人、火炸药技术创新团队带头人。带领204所火炸药技术创新团队入选国防科工委第一批国防科技创新团队名单。

同时，他还兼任中国人民解放军总装备部科学技术委员会委员、总装备部火炸药技术专业组组长、总装备部国防科技图书出版基金第五届评审委员会委员、国防科工委弹药系统标准化技术委员会委员、中国兵工学会高级会员、陕西省复合材料学会第二、三届理事会常务理事等职；
