惠永正（1939年12月-2020年12月22），男，江苏苏州人，1962年毕业于北京大学化学系。后就职于中科院上海有机化学研究所、国家科委等。

惠永正同志，因病于2020年12月22日在上海逝世，享年82岁。

中国共产党的亲密朋友，无党派人士的优秀代表，我国科技战线的优秀领导者，第七届全国政协委员，第八届、九届全国人大代表，科学技术部原副部长惠永正同志，因病于2020年12月22日在上海逝世，享年82岁。

惠永正早期从事物理有机化学研究，系统地研究了糖淀粉及其衍生物作为宿主体系的宿主－客体化学，随后研究领域扩展到计算机化学和微泡体化学。近年来主要从事微泡体化学和糖化学研究，包括长链、多代长链化物的微泡体的性质和生物合功能模拟: 复杂低聚糖的化学合成及糖缀合物中糖链与生物功能之间关系的研究。早年曾从事计算机化学和微环境效应研究，曾获全国科学大会奖(1978)，中科院科学进步一等奖(1986)，国家自然科学三等奖(1988)，和中科院发明一等奖(1997)。至今共发表论文71篇。共培养硕士研究生7，博士研究生6名，合作培养博士生8名。
