王凤英，汉族，祖籍河南省，现居西宁市。毕业于青海师范大学，现任武警西宁指挥学院文化教研室副主任、副教授，同时也是青海省作家协会委员。

作品主要包括：短篇小说《落花时节》等，长篇小说《雄图》，散文《飞翔的生命》等，诗歌《青海梦》、《老兵》（组诗，获第七届武警文艺奖）、《在那遥远的地方》（组诗，获第八届武警文艺奖）、《天路》（组诗）等，评论《关键人物的遗憾表演》、《斗杓寒挂屋山头》（获人文科学奖并收入《社会主义精神文明建设宝典》）等等。其中长篇小说《雄虓图》（120万字）被《文学家》选载，称其“情节曲折，描写细腻，文笔精致隽永，大气简炼，历史与现实的高度结合。”。
