2016年6月12日,农业部向社会公示了第五届农业转基因生物安全委员会委员名单,林敏为国家农业转基因生物安全委员成员。

主要履历
1985年毕业于四川大学生物系生化专业;
1991年获中国农科院研究生院生物物理专业农学博士学位;
1988.8--1993.8,中国农科院原子能所生物技术室;
1993.8--1994.5,法国巴斯德研究所生物技术系博士后,从事联合固氮基因克隆和表达研究;
1997.6--1998.4,荷兰瓦赫宁根荷兰农业科学院植保所访问学者,从事基因工程固氮微生物环境释放生物安全评价技术研究;
2002.12-至今,中国农业科学院生物技术研究所研究员、博士生导师、所长。
社会兼职
曾任“十五”国家“863”计划生物领域生物工程技术主题专家组专家、国家自然科学基金委员会第十一届生命科学部评审组专家。2009年国家杰出青年基金获得者。现为国家生物基因工程安全委员会委员、中国农业生物技术学会常务副理事长、中国生物工程学会副理事长。
研究方向
主要从事水稻联合固氮微生物的功能基因组合成生物学研究,以及抗除草剂、耐辐射、抗盐耐旱等特殊功能微生物基因资源的开发利用。
主要贡献
近年来主持和参加国家863计划“特殊微生物基因资源开发利用”、国家杰出青年科学基金项目“固氮施氏假单胞菌A1501功能基因组”、国家973计划“联合固氮菌固氮基因网络调控与酶催化分子机理”、国家转基因重大专项“抗逆和抗除草剂关键基因克隆及功能验证”、科技部国际合作重大课题“转基因成分检测技术的研究”等课题。
近年来开展了系统深入的研究工作并取得如下进展:
(1)完成了斯氏假单胞菌感染A1501全基因组测序,是目前国际上完成全基因组序列分析的第一例联合固氮菌。利用基因芯片、适时定量PCR和非极性突变株构建等方法,鉴定了一系列可能参与细菌氮信号传导或保持最佳固氮水平的新基因,开展了固氮系统进化、固氮网络调控、以及固氮调控元件和功能模块的合成生物学系统研究。
(2)从极端环境如新疆戈壁滩、核爆炸中心区沙漠土壤取样,建立了微生物生态基因组文库并开始进行了元基因组测序,鉴定了多株耐辐射微生物属新种,开展了耐辐射新种D. gobiensis I-0全基因组、转录组和蛋白组分析以及极端抗性机制的研究工作。获得一系列具有潜在抗逆能力如耐盐/抗旱的功能基因。耐辐射总体调控基因irrE在大肠杆菌中的表达增强细胞的耐辐射能力和提高细胞抗氧化能力,将irrE基因导入烟草、油菜中,明显提高了植物耐盐抗旱性能。
(3)克隆了一系列新型草甘膦抗性EPSPS编码基因。构建了含草膦抗性EPSP合酶基因和草甘膦N-乙转移酶(GAT)基因的单价和双价植物表达质粒,通过脓杆菌介导方法导入不具草甘膦抗性的烟草、油菜、玉米品种中,通过花粉管通道法转入棉花中,分别获得了能够耐受草甘膦的转基因棉花、油菜、水稻、玉米、大豆、小麦等。转基因棉花和油菜已进入生物安全评价的中间试验阶段,转基因抗草甘膦玉米已批准进入环境释放。
申请与抗草甘膦基因和耐盐抗旱基因相关的国内专利二十余项,国际PCT专利4项,其中获国内专利4项, 美国专利1项。培养硕士研究生12名,指导博士研究生15名。
